Cynthia Richards – Financial Institutions Division for the State of New Mexico

Cynthia Richards is the current director of the Financial Institutions Division.  Governor Susana Martinez appointed Ms. Richards to the post July 11, 2011. Ms. Richards brings 30 years of banking experience, with a strong background in compliance, investigatory process and procedures, and collections and foreclosures.  She has extensive knowledge of and experience with regulatory agency rules, financial investigations, laws, legal codes and government regulations. Cynthia is a graduate of Oklahoma Baptist University, a graduate of New Mexico School of Banking and graduated with the University of Oklahoma (Lending Module) Center for Legal and Regulatory Compliance and Executive School.

Ms. Richards, of Albuquerque, has a long history in the banking industry, serving numerous community banks in Texas and New Mexico.  Richards’ experience includes in the areas of loan analysis and review, compliance, collections, liquidations, foreclosures, bankruptcies and loan restructuring.  She also has extensive knowledge and experience in investigatory processes and procedures; state and federal regulatory rules, laws and regulations; court procedures; corporate policies; and relevant bank and legal proceedings.  She has also volunteered her time as a state certified Ombudsman with the New Mexico Aging and Long-Term Services Department.
